The Russian Germans became the victims of the repressions already in the 1930s and these continued also during WW II. In 1960s many Volga Germans arrived to Estonia.

Most of them wished to reach Western Germany and in 1970s their emigration started. At the same time the registration of the Germans to Estonia was forbidden, but at the same time they were allowed to return to Volgamaa. Most of them tried to reach Germany.

The second larger emigration wave arrived in 1990s and then almost two thirds of the current Germans left Estonia.
