On July 17, 1941, Reichskommissariat Ostland was formed in Berlin, lead by one of the Nazi head ideologists, Tallinn-born Alfred Rosenberg. Two Reichskommissariates subjected to him: Ukraine and Ostland, latter divided into Estonian, Latvian, Lithuanian and Belarus "General Regions" . Karl Siegmund Litzmann was appointed as the leader of General Region of Estonia.
