In the end of July, after Southern-Estonia had been captured, Germans began to disband the groups of fighting Forest Brothers, thus clearly showing, that they did not plan to reestablish Estonian nationhood, even armed partisan groups were considered as a threat.

But as there were numerous Red subversives present in Estonia, and Germans lacked rear forces, thus on August 2, it was decided to rearrange the Forest Brothers into groups of Home Guard.

They were given political tasks, and were lead by mayor Friedrich Kurg. Their main function of the Home Guard was to keep the peace and capture Red Army soldiers and other Soviet collaborators. By the beginning of 1942, Home Guard had organized 5000 raids, imprisoned 29,000 Red Army fighters and lost 87 men as dead.
